Getting top rankings without any visable SEO work

Whats going on with local search?
I'm finding more and more new companies/websites appearing at the top of the search results, when they clearly have not under gone any seo work, have very little content and hardly any back links, not to mention I have been unable to locate them in Social Media.
Every rule the SEO industry tell us to follow seems not to apply right now, where as two years ago doing basic SEO would see immediate results.
Has anyone else noticed this?
I continue to test SEO and only implement what I know works. But my findings lately concerning local search does have me scratching my head.
